You can give him herbal pepperment tea or pepperment, and spearment mix, which is great; with just a little honey; make sure the tea is warm, and not hot.

You may want to have him or her vet checked to rule out a condition known as kennel cough. The puppy may have an allergy or rhinitis, at any rate, you could experiment with benadryl( an over the counter allergy medication given to animals and humans). Benadryl will not harm the pup if given as directed and may be a clue to determine its condition.
