Do I need a permit to change my own water heater? Will I need it to be inspected? I have followed all saftey guidelines on gas and water lines.

I was going to say no to the permits and inspections, but you should call your local inspector and ask as rules vary from place to place.  You should be able to get a homeowner's permit

if one is needed.
