I can hear water dripping drop by drop but cannot ...

I can hear water dripping drop by drop but cannot determine the cause of this problem. I replaced a new valve and still having this problem. This is happening with two toilets in the house. Any suggestions? Could this be sealer problem? One toilet with the new valve, once every 15min, it makes this sound like you are flushing the toilet. What I noticed during this time, there is water flowing out from the overflow tube in the overflow pipe. Why does it do this? What do I need to replace to solve this issue?

If it has a new valve, then the flapper is probably bad in the one toilet and leaking into the bowl.  Usually to replace a flapper you just disconnect the chain from the handle assembly and pull the flapper out.  Stick the new in place and hook the chain back up.

Thanks!  I tried replacing two different flapper (different brands) and still hear that leaking.  I did replace a new valve with new flapper and problem solve.  The new valve sits higher and flat.  The old valve sits at an angle so i think even with a new flapper, it still does not cover it completely. 

One more question.  Home Depot also has a flapper kit with some sort of glue or paste.  Do you think this work if I use that sealer over existing valve and put a new flapper kit over that sealer?  It's faster than replacing a new valve since I would have to take the tank out and replacing all the gaskets. The kis is call "flusher kit".

I've never seen a glue on patch kit, so I don't know how well it will work.  Taking the tank apart isn't too much harder, but I guess the patch kit could be a lot faster.
