What if the non residential parent disagrees with the residential parents decision to put child in school which the residential parent resides?

The law varies from state to state, but generally you would have to petition the court or ask for a mediator.  Where I live we would ask for a mediator to bring both parties together to discuss the issue.  If we were unable to come to an agreement, then we would need to bring it before the judge so the judge could decide.  Most counties where I live have lots of information on their web sites so that you could find out what the process is in your area.
