Why is it so difficult to adopt from china?

My aunt checked about adopting from china and found it almost impossible to carry out, whereas adopting from eastern European countries and former soviet union nations depends only on money. It's a well known fact that china is concerned about its birth rate, and letting foreigners adopting seems like a good solution. So why does china insists on making it hard?

the Chinese government wants to ensure that only the most "qualified families" are adopting Chinese children.

the new rules are:

prospective parents must be between the ages of 30 and 50 and must have a body mass index — a measure of body fatness — of no more than 40.Only couples who have been married for two years or more will be considered, even though Beijing used to allow unmarried foreigners to adopt.
