Many people define "backlinks" and "inbound links" as the same thing.  However, some people consider "backlinks" to be links from sites to which you have linked, and "inbound links" to be links from sites to which you haven't linked.

So the meaning may depend on who is using the term, since different people have different views.  For an example of this, see this discussion on WebmasterWorld.
