Are All deportations treated the same no matter what the person did?

I have a friend that was deported back to the UK for an less than 90 day overstay of visa. He was jailed 7 weeks and can not reapply for ten years. Is there anyway to get the ten years reduced (It has already been 4 years this month)? He really did not do anything else other than stayed almost two months over because the people he was with left him high and dry with no place to go and no money so he turned himself in because he didn't know what to do over here. Ten years seems excessive for just a two month overstay. I know people here who have committed crimes and gotten less sentences. Anyone have any ideas?
