 What can I use on the wall the extend my drapery brackets to extend out (7 inches) over the vertical blinds. Thanks

Smile, it's contagious!

Use wall anchors on the brackets.  They are sold in hardware departments everywhere in various sizes depending on the weight they will support.  If you don't know what they are just ask any salesman; he'll know.
