Be happy to share my solution to the same problem if you're interested.  I have shutters on every one of the windows in my house, (all different!) w/the exception of two now and that is because I changed the decor.  However, it is not cheap and they are a handful getting them up and even! Does the trick however and enables you to close off the wind, (my living room faces the north-west so you can imagine the cold air in the winter!)  You can also open slightly to let the sun in on those not-so-dreary, windy, winter days!
