I think a lot of the deaths are prom related and I think that since the population continues to rise you will never see a dramatic drop in ARD (alcohol related deaths). Unless, they mandate parents drive their kids on prom night.  Also, at least in NY, you can screw up several times before losing your license.  I think that you should get 2 strikes and you're out.  The first strike is stupidity, but you are supposed to learn your lesson from that.

An estimated 12,998 people died in alcohol-related crashes last year, down from 13,491 in 2006, NHTSA reported.

They say it is a 3.7 % decrease form last year, however there were increased deaths involving motorcycles.  Alcohol related deaths decreased in 32 out of the 50 United States.

George, all I did was google drunk driving stats.  I just love to google.  You can find almost anything out there. They even tell you if you spell it wrong.  I sometimes check my spelling with it!     Embarassed
