Yes. Under most state laws you don't have to be driving to be arrested for DWI, provided that you are in "actual physical control" of the vehicle. If you are just sitting behind the wheel of a parked car with the ignition keys in your pocket, you can be arrested for DWI if you are intoxicated, or if the concentration of alcohol is over the legal limit.  My suggestion would be do not drink when you are in a motor vehicle driving or not, and when you are driving, buckle up.  If you really need to go somewhere that bad, have someone take you who is sober or call a cab.
