How to cut glass bottles with a propane torch

How can I cut glass bottles  and make a lip or pour spout with a propane torch? I used to use cutters then had to grind the edges to make them smooth. If I cut with a torch then I just have to pull the edge with pliers to make the spout and the edges will already be smooth, right?
