Barack Obama has stated that he "will not accept the status quo" from the Congress of the United States of America.
The president must accept what the congress says because they represent the people. He can veto any bill, but if the Congress then votes to over ride his veto, the bill becomes law and he must, according to the Constitution, enforce that law or be impeached and removed from office for not doing his duty.
The President is the head of the Executive Branch of government and as such is only an administrator; the Congress, representing the people, has the final say in all legislation.
