A:You are using the wrong type of glue. If it has too much water base, it is soaking into the paper. Try cutting out the baby footprint as a stencil and using a spray fixative to attach the glitter to the vellum paper. Another way would be to cut the baby footprints out of a glitter foil paper and attach them to the vellum. Good Luck.
