The only recipe I know actually includes different flavor ice cream scoops, and then you decorate with cotton candy:

Cotton Candy Bombs make a creative alternative to cake, and ingredients are store-bought to keep party prep simple.

1 pint strawberry ice cream
1 pint bubble gum ice cream
Store-bought cotton candy
Candles, for decorating

Arrange small scoops of strawberry and bubblegum ice cream on each plate. Place a cloud of cotton candy on top. Insert a candle into each scoop of ice cream. Light candles and serve immediately.

Bubble gum ice cream should be available pretty much at any vendor. I know Buskin Robbins have this flavor, and I'm guessing they're not the only ones.
