How do decision makers plan to create new niche strengths if they are only concentrating on old ones. Furthermore - what about incentives for the struggling future nurses and doctors in the peripheries just starting their studies?
I think the new GI bill which will completely cover med school or nursing school is a great incentive for all the troops returning to a no job market.
