website designs and the way they are programmed determine how well the design performs on various browsers, monitors and individual computer settings.
One computer could have a different resolution, color and power settings. Even different monitor sizes, browswers and platforms: PC vs MAC.
Some designers, especially new ones just fresh out of school, build websites with the latest technology, often with cssw. Not all computers, browsers and users have the capability to view the latest and the greatest. So, by building a website with standard code sprinkled with a little of the latest and greatest design elements, ensures that the website will be viewed "amost" exactly as the designer had intended it to be viewed.
Also, different systems have different types of fonts installed. So, if a designer uses a wild, new or different font in the text, not everyone will see the intended design, because each user has to have that "wild and crazy" font installed on their system.
When using text, always a good idea to stick with the fonts you know will be installed on everyones system. And, for the wild and crazy fonts you just have to use...make them image files instead.
