Pay attention to what titles grab your attention.  In some cases just including the subject matter will grab people's attention (for instance if it includes something like sex or Britney Spears lol) but for others you really need to draw people in.  One of the best ways is to ask a question related to your article and make it an intriguing question.  

Visionary is right though, it comes down to imagination and creativity, article and title writing really are a skill that takes creativity.
