Do you get an input from the keyboard on earlier stages of the boot up? On booting, press and hold the F8 key, try the arrows-(Up&Down). Do they work?

Yeah definitively try that.  If you can do that, select boot in safe mode with networking.  Most manufacturers have driver & software downloads.  So go to your manufacturers website and look around.  If the software downloads don't work, then try safe mode again, and install a good virus protector such as zone alarms, or avg.  You may have a virus that isn't letting your computer run the keyboard or mouse.  If none of this works, maybe try new inputs for your computer.  Or a system reboot, cleaning your system completely out.

Have you tried unplugging and plugging your mouse and keyboard?

yeah make sure the mouse and keyboard are plugged in when you turn on the computer otherwise they won't be recognized. Also delete all your browser history including saved password and all cookies.
