What is a safe cold weather temperatures for children to play outdoors? My school district has the rule of if the WINDCHILL is 20F or above the children play outside for 30 minute recess. I think this is fine IF the children are dressed for the weather ... lots of layers. BUT I can't dress my child in layers and send them to school because they will get hot in the classroom and I am sure the school personnel don't want to wait for the children to dress in layers to go outside for 30 minutes. So what temperature is safe for just a long sleeved shirt, winter coat, gloves, scarf, blue jeans and tennis shoes?
