No cold water

i have a faucet that has hot on one side and cold on the other and the hot flows fine.the cold on the other hand dont.not even a drip.i shut off the main valve to check the valve under the sink for any obstruction.i took it of and took it apart and it was fine. but before putting it bk on i turned the main bk on and still nothing
