It seems like a pretty ridiculous idea.  What would be the purpose?  One of the most important elements of going to college is one's ability to be what they want, to give off the image they choose, and to grow into the person they want to be for the rest of their lives.  It's also many young people's first time away from living in the constraints of their parent's homes.  This means that one might have been afraid to go against what their parents were while living at home, but they are able to be anything their heart tells them when they are studying in university.  Introducing uniforms, in my opinion, would be basically telling the students that being innovative, being different and growing into being their own person is discouraged.  That is I think the worst message you could send to young people.  Basically, I think that any university that wanted to introduce uniforms would have a major drop in enrollment and a lot of students protesting, rightly.
