The good ones are self-sharpening, don't get one that isn't.

and back in the day when i drank alcohol i dipped a cuban cigar in cognac and i must recommend this

A cigar cutter can be sharpened the same way that you sharpen a knife. This usually applies to single blade cutters as most double blade cigar cutters are self-sharpening so you do not have to worry about it.
