Under Visa regulations anyone who is a citizen or permanent resident of the country in question can apply for a Visa. The Visa will be granted except if there is a past record of non - compliance with Immigration rules. P.S.B. in China keeps track of visitors to China. Comply with the regulations of the country you intend to visit and you won't have a problem.
