Is there a certain dollar amount in which someone ...

Is there a certain dollar amount in which someone can place a lien on my property? I pay my HOA dues, but recently the HOA officers decided among themselves that they wanted an additional $75.00 per homeowner for a "cushion". I pay enough HOA fees that I don't believe a "cushion" is necessary. The president of the HOA has now threatened to be a lien on my property for $75.00.
