To get hold of cell phone call records you will have to contact the network provider but unless you are a police officer or similar it will be near to impossible for you to get them for free.

Hey Tania,
for what I know, to get cell phone call records, you need to be the owner of the cell phone number, and you will still have to pay. Only the police has free access to all cell phone call records.
