I would go for a family plan, and decide how many minutes per month your kids are allowed to use.  Tell them that if they go over, the money will come out of their allowance.  It will teach them some responsibility.  Verizon has a good family plan, I believe.  You can also keep track of who is using how many minutes, and you can get the phones for free, pretty much, when you sign up for these deals.  Good luck.

you can try using a prepaid phones. prepaids phones are limited to use per monthly, you dont need montly plans to pay the bill. they dont even go over charge that go beyond your plan. prepaid is the chepest and best deal to go. prepaids can go from $10 $20 $50 per prepaid a month. best cell phone deals have lots of unlocked cell phones to choose from and are cheap.
