The solution to your problem is two fold. First of all, anyone who has had a cat knows that trying to punish them is futile. They just don't care. Therefore, you want to reward positive behaviors and at the same time eliminate the circumstances that leads to the behaviors you want to eliminate.  Be sure to keep the litter box clean and available, giving praise when he uses it, second, if he pees when you leave bags on the floor, don't. If the worst case scenario is that you cannot change your cats behavior, you can change your own and eliminate the temptation for him to pee on bags by not presenting him with the opportunity.

Is your cat castrated? I guess he isn't, and he's marking his territory. I suggest you castrate him, it will probably solve this problem.

My cat licks all plastic bags when they are around the house. I have heard the bags have a similar scent to cat pheromones. My female will sit there and lick a bag for hours. I assume your male cat is trying to cover up the scent with his own.

Stop putting bags on the floor and put your bags on a table, shelf or something higher than ground level.

Well, I have the same problem. My cat IS castrated and he does it. It's very easy to say "don't leave your bags on the floor... tatatatata..." but try that with kids in the house. Also, it begins by bags. Then he moves on to pairs of pant or shirts. Even socks!!!! Then it's rugs!!!! So, what now??? Just hang all my stuff up on the ceileing??? No thanks. That is a sick in the head cat, and he will do that all his life. He will never stop. I've been to the vet, there is NO solution. He told me the only one is euthanasia. Mine is 11 years old and I've been picking up after him for a very long time. Now, I have to put him in a cage at night and when I'm gone....
