It depends...fondly, sincerely, always...it the response for a man or a woman. Someone you are close to or just doing a nice card?

Both of the above answers sound good to me.  More phrases you could use are: Peace, In God's love, God bless, Take care, yours truly, best wishes, with prayers, You are in my thoughts and prayers, as always, shalom, with care and concern, as ever, with thoughts and prayers, good luck.  You could also repeat the greeting such as Happy Birthday, Get Well, Hope for a speedy recovery, with sympathy, hang in there, Congratulations, Thanks again, etc.  If the card is for a brother-in-law you don't like as mentioned above just use something short and simple that expresses concern or well wishes, and then sign your name.  I hope this helps!

Just sign : god bless you:  then your name.  If it is a birthday card,  say god bless you on your birthday and more blessed ones to come,then sign your nameCool  You can always sign have a good day with a smily faceTongue out  If it is a sad time say their name and then god is with them during their time of sorrow and they can come to you as a good friend for whatever you can do for themEmbarassed
