Watching the big floods around the UK a few days ago, I wondered if a car submerged in water for so long will still work?
An older car without so much electronics can work after cleaning the engine and changing all the fluids. The interior of the car will most probably have to be changed.
In general a car which was submerged in water over 1 meter deep for longer than an hour will most probably be designated as total loss by the insurance company.

Probably not.
Although most modern cars go an anti rust treatment that supposedly seals all places where water might penetrate the metal work, cars were not designed to function under water. A short dip might not cause too much of a damage, but leaving the car under water for any length of time is not healthy.
