I have a 98 ford expedition, my heater takes ...

I have a 98 ford expedition, my heater takes forever to heat up and will sometimes blow cool air. I checked the coolant level and it was low, but even after filling it, the heater will blow cool to warm air after the car is warmed up. Could the problem be a thermostat?
