What is the procedure for replacing front engine ...

What is the procedure for replacing front engine mount on a 1993 Toyota Camry Le 4-cylinder Automatic.

I started by loosening the lower bolts and then tried to remove the upper 17 mm bolt. it came out about .5" and then would turn without coming out any more. Raising or lowering the engine didn't seem to make a difference. What should I do.
