It is something to provent anybody from doing what you are thinking of doing.
Any good place with a computer for public use does not do it without protection. To protect YOU from YOURSELF!. What happens if in your fooling around with something you know nothing about damage access for everyone? What will happen to you when the system finds that you did it?
In the most simplest form, the computer CAN track you. What, don't you look at those 'James Bond' movies, those 'futureistic' movies where THEY know what you are doing..?
