Hi, I am no expert but I live in the NY area, where snow fall can vary from heavy to light and I have had no need to buy snow tires. However, I do have all season tires, which have been good enough to cope even in the heavy spells and I would certainly recommend them.  The snowploughs trucks clear the roads quickly anyway. Hope this helps.
