Am calling a company on phone for the first time,how do i talk to the secretary and ask her to forward me to the main person am looking forsay maybe the procurement guy?
How about introducing yourself, and asking for the person who is handling procurement? If you'll sound serious enough, there should be no problem.
If you know his name, use it and be positive as if you are an acquaintance of his. If you don't, tell her he is expecting you r call and could she please put you through now. For more ideas try the

Is this a sales call? If its not it shouldn't be that hard. Just use a serious tone of voice like your a detective. Use a deep and serious tonality.
If the secretary is the gate keeper, ask her if her boss has ever thanked her for putting someone through to him, if she says no. You say this might be one of those times, please put me through.

I'd just call and ask to be transferred. Secretaries are intended to serve as operators for the lost and filter the chaff from the top; obviously some may slip through but the recipient should be equipped to handle concerns to them.
"Hello, my name is John from XYZ Consulting; may I be transferred to Mr. Smith's line?"
There ya go.
