Maybe after you build the chariot, you can build them a trebuchet so they can REALLY get into trouble!
The best I could find is a link to a Boy Scout site that offers a set of plans for sale.

You'd have to order the plans in the mail, so there would be no way to look them over and see if that design is what you're looking for. The chariot has bicycle wheels and is meant for six cub scouts- one driver and five "horses". Maybe it could be scaled up with better wheels, like the wheels from a big garden cart?
