Wordpress.com is a very good (and easy, takes about 10 seconds to setup) hosted solution for blogs: yourblog.wordpress.com also sounds sweet

If you want to host the blog on your own domain (fredsweblog.com) I would suggest Wordpress.org.

Bored with knowledge? Try golf

www.blogspot.com is very easy to setup, a little bit harder to customize.

Otherwise, blog.myspace.com from Microsoft is just as easy to use

Keep in mind you won't be a beginner for a long time...

SixApart (who TypePad, Moveable Type and LiveJournal) are currently beta testing VOX, which is designed for novice bloggers. It's currently in limited beta, you might want to apply. TechCrunch published a review on VOX a few days ago.

Both Typepad and Blogger are great tools for a novice blogger. They're hosted online, so you work through an easy to use website for posting and designing your blog. There's no technical setup, and they've got some great templates. As Yaniv mentioned, Vox looks to be very easy.

I would not recommend WordPress for a novice blogger. Typepad allows you to have your own domain as well.

I would recommend Blogger.com (yourblog.blogspot.com) because it is the most common, stable, free and is good for novice as well as advanced users. WordPress.org has more functionality, but requires hosting (and therefore less appropriate for novice users) or limits your capability to tweak the template (the structure and design of the blog) if you use services such as WordPress.com.
