Blair is about to be appointed as an envoy to the middle east by the Mideast Quartet (USA, Russia, UN and EU). His exact mandate is still not very clear (the Russians disagree with the rest of the Quartet members), but it looks like he's supposed to help the Palestinian Authority to develop its governmental and economical institutes so that they would be fit to support a future Palestinian independent state.

I think he's nominated for an international envoy for the Israeli-Palestinian conflict.

I don't think he "retierd".  He "retired".  He will be an envoy for the Queen.
