basicly the water are needed as a solvent? when you are washing your hand with soup the soup gets attached to the unsouluble dirt (thing such as grease or oil) with it's hydrophobic tail, and get's attached to the water with it's hydrophilyc head.

what you should do is search for other solvent, alcohols and acetone are fairly good start point.
alcohol preaty much act similar to water and aceton can dissolve alot of material but they are both easily vaporise and might be toxic.
