I would suggest you get a comprehensive list of vehicles up for auction (I'll attach a link further on), and do your own independent valuation of all the cars which you could be interested in. Set a upper limit bid / value for every vehicle and don't go more than that price.

 

Important : The bank repossessed cars which you would like to bid on have to have titles (or at the very least  - be able to be titled) or else you can't obtain insurance.

I went to a few bank repossessed and seized car auctions.
Cars that have been impounded by the police are usually in pretty rough condition.

You might want to look at insurance auctions and the dealership auctions - but be careful - where I live they often auction cars with a rider on the registration (serial) number that the car can not be repaired and put back on the road.

For bank repossessed cars or seized cars heck the sheriff's office website and watch the Public Notice section of the newspaper - generally speaking the law requires such things be published in the paper.
