I assume that you are referring to

water 4 gas kit.

This kit is using some electricity from the vehicle battery in order to seperate the water mulequle H2O to two Hydrogens and one Oxygen attoms. So you get HHO and when this HHO is burnt it releases lots energy and the burning "product" is water. so you get back the water you seperated in the begining.
