i have ben told that the pcm or what ever computer is in a car is basicly a ground source to create a closed loop to the computer controled devices in an automobile is this true?

I don't think so! I can't see any connection about those two.
generally this is true.will switch circuits to ground.In some cases does supply power,could be battery voltage or any number of reference voltages
