Who are the authorities?

Who are the "authorities" (I mean names, titles, and positions that make them the authorities to listen to in this matter, not this generality of "authorities")

Does that mean in the whole psychiatric bible, the DSM, there is nothing against rape, or fondling underage kids? Ok, I know that fear of speaking in front of a group is included in the DSM, as is caffeine addition, and math study problems. But not intention to rape? Harming small kids?

So the questions are 1. who are the authorities, and 2. how could Davison not be found to have some sort of problem that could be identified by them?

I'm thinking that the authorities they're referring to are the court system. Unfortunately, I don't know the answer to your other question.

The authorities in question regarding this case would be the doctors and administrators of Coalinga State Hospital.  Unfortunately this is not a unique situation.  While the actions of people like Davison are not socially acceptable by any means, however legally they are not insane nor do they have a documented mental disorder that requires the level of supervision provided at the institutional level.

 

The basic dynamics of these situations are in essence people who lack the ability to control deviant behavior.  The unfortunate reality of that determination is that if the authorities everywhere were to go around arresting people based on their lack of ability to control deviant behavior, there would be an uprising from every Civil Rights group ever heard of in history.

 

Until the laws change, this is what happens.  The only defense people have is to continue to fight for legislation like Megan’s Law.  Currently there is a league of lawyers who are advocating that the Online Sex Offender Registry be disbanded or at least be made unavailable to the public based on civil rights.

 

These people who have committed these heinous acts are fighting to have the laws changed because they feel that their right to privacy is being violated by the requirement to register as a sex offender.  Personally those who have committed these acts have forfeited their rights, but I’m not the Higher Authority (fortunately for them) in this matter.

 

Unfortunately this ‘movement’ is gaining ground in Congress due to the number of people who have (according to the letter of the law) discriminated and caused bodily harm to these individuals who are registered on the Megan’s Law Web Site as well as other local sex offender sites.
