What is my attorneys obligation to me? Some how...I dont think this is it....

Who do you file complaints with about your attorney.   I retained an attorney for a workerscomp suit.  He sent his paralegal out to take all the information in april of 2008.   First,  i have never met or seen the attorney.  When i call with questions or to give them information, mainly medical.  They never return my phone calls.  They fired one of their office people...With her firing...They thew away all her files, paper work, etc...That she had pertaining to my case.  I paid money to mail those things and have copies made.  I've requested many times to speak with the attorney since april.  Not once has he called, etc.  I was given a formal letter from the companys attorneys that they had90 days to investigate my case and give me an answer if they were accepting or denying my claim.   That would have made it november 25, 2008.   It took 10 days past that date to get an answer from my attorneys office.   They said, " the case had been accepted.   Then 3 days later when i called, they said " the claim had been denied.  Because i had failed to give some information.   I have two forms from doctors from the beginning....Stating that i had given them that information.    My attorney has failed to ever request my medical records, they would have known that indeed i had given the information.   But still,   the law states   90 days...And i heard nothing till 10 days past that and that was only because i was persistant until finally  they said it had been accepted...But did not know why i hadnt recieved a check.   Then in 3 days...Saying it was denied...And i have the proof from two doctors that i had given the information in the beginning.      If i hadnt called them 3 days later...I still wouldnt know they had turned around and denied my claim.   Can they go past that 90 days legally...Then accept it...Then deny it 3 days later.   Over a lie?   What can i do here?  I am so frustrated....But, no matter what...They refuse to call or respond in anyway.    I have a serious medical issue.   I've had the surgery done...And may need another....My disability will run out in june...At this rate....I'm going to lose everything i own...If something doesnt happen.   Workers comp has approved all meds etc...On my claim....And set up an appt with an ame ....Its hard to resolve this with my attorneys office....When i never can talk to anyone....And even when i finally get to talk to the paralegal..And she says    she'll get back with me....I never hear from her....Until...I've made many phone calls.   When i get upset over things like this....They hang up on me.    At the moment, the main thing i need to know, is,  where can i go...Or who can i call.....To complain and try and get something done.   I'm runnng out of time....And the emotional rollercoaster they are causing...Is beyond...Comprehension   of why they are doing this.     I've done my deposition, and my attorneys paralegal said...." YOU HAVE A GOOD CASE"    I ASSUMED THEY KNEW WHAT THEY WERE DOING.    I can accept if my case is denied for a good legal reason.   But, a lie.  That i have proof its a lie.  I cant accept.   My attorney is doing nothing about it.   What can i do.....I'm desperate...And i have no clue where to turn now.    I dont have the money to fire this attorney...And pay for his.....(NOTHING)  OR I WOULD.    Please...Can you help with where i can turn...And what i can do?     Obviously there is more to this case.....But, the main point is.....I'm getting nowhere....But having to listen to a lot of lies and excuses.    If not for my own personal medical insurance...I still wouldnt have had the surgery done.   The attorney office did put in the request for approval for the surgery...But never got an answer...Finally after the 30 day period...I had to have my private provider do the surgery.   My surgeon told me....If i didnt....I would end up paralyzed...And they couldnt gurantee because of the severity....I wouldnt end up paralyzed anyways....Both my attorney and the workers comp ins co.  Have put me thru hell.....And now this....Approve it...Then deny it.....And went over the 90 period by 10 days.    And that was only because i was persistant and kept calling.     Please can you help....With some kind of information or answers.....I live in california....I'm just assuming, each state has their own laws...
