Ok, what you need to do is do something outrageous. Something spontanious and romantic. I know it probably doesn't sound appealing right now but trust me, it will pay off. Research some chick flicks or romance movies she likes and do something like hold a radio over your head outside her bedroom window or write her a cheezy poem or song. I'm telling you, these are things a girl would NEVER expect any guy to do. To us, it's only things that would happen in a movie, if u do that, she's all yours. But do make sure that you feel she's the right one because it isn't worth wasting your time on someone who doesn't deserve you. Good luck, hope this helps.
