Personally, I don't think there is an answer to that question. There are many excellent astologers and it would be a matter of indiviual opinion as to who is the best. An unknown astrologer in a small town might be better than a nationally known astrologer for lots of reasons. Not everyone wants to be that famous or is that ambitious but that doesn't mean they are not equally as good or better.
The search for people who can answer your question continues for as long as needed - until you find the answer you were looking for.
