First of all, there is no such thing as an AKC hybrid dog. All hybrid dogs are mixed breed dogs and the AKC does not register mixed breed dogs. Second, no matter what breed a dog is, a vet should be able to tell why an 18 month old dog can't see and can't walk on it's back legs. While breeding does have a lot to do with genetic malformations, a vet should be able to find out your dogs problems no matter what breed it is. I would take your dog to another vet for a second opinion. There are a few different reasons for the problems you are describing here.
