how does one go about finding an agent for publishing children's books

Anything less than the best is a felony.

Publishing companies will sometimes accept solicitations from un-published authors, however your best bet would be to find an agent who already has established connections within the publishing industry.

I would highly recommend reading this eHow article.  It describes how to find an agent in the literary world and get started in your career.

The Ehow article recommended is a good one but a great source for info is Writersmarket.com

It is a subscription site but it is very reasonable.  The database will help you find an agent and a publisher.  It also has great advice on virtually every aspect of the writing life.
