I first tried looking through the so called "free" cell phone records directories but after much time wasted discovered there is no such thing - because the cell phone companies charge to release their info.

Cell phone companies don't just had out other people's info. 

Its against the law.. I am sure you could find some online site to try and order them from, but if these are not your records then good luck you might struggle!!
