Workplace policy on hairnet

My workplace has a policy of wearing hairnets. I am completely bald as in shaved to the skin. I was hired and worked there for a year not having to wear a hairnet. Now they are enforcing that I do. However, there are numerous staff members with hairy arms, hairy chest and long beards that do not have to cover them up. I complained about this my complaint was not upheld. Is this victimisation against me?
